Stick Stations provide an opportunity for citizens to engage in keeping their part of the neigborhood clean. Two kiosks are built at the head and tail of a trail or sidewalk, both containing litter sticks, litter bags, and waste recepticals. Families can pick up litter sticks and waste bags at one kiosk, pick up trash along their walk, and empty the waste bags at the second kiosk.
To prevent vandalism, supplies could be kept in a locker. Interested citizens could register with the city and receive a unique pin to open the locker (or simply use their library card).
(The budget is totally bogus. I have no idea what this would cost. Probably add a zero).
